Protocols refer to the established or acceptable behaviors, code of procedures in any group, institution or organization.

The protocols of the Local Government Service emanates from different laws establishing the service which includes;

  • The 1992 Republican Constitution.
  • The Local Government Act 2016 (Act 936)

The Local Government Protocols includes;

  • The Condition of Service
  • Code of Conduct
  • Service Delivery Standards
  • Scheme of Service
  • HR Operational Manual
  •  Staffing Norms
  • Reporting Relationship and Administrative procedures
  • Planning, Reporting, Monitoring and Evaluation
  • Performance Management System

The main objective of the workshop is to introduce the new staff to the Local Government Service Protocols in other to enable staff;

  • Establish Boundaries
  • Comply with organizational rules and orders/regulation.

The facilitator in the person of Alhaji Yussif Ibrahim the Municipal Coordinating Director presented on the underlised topics on the conditions of service.

  • Postings and Transfer
  • Career Development and Training
  • Discipline and Grievances procedures
  • Types of Leave

At the end of the presentation on the above topic, staff was allowed to ask questions for further clarification.

The Second Session of the training was on the Service Delivery Standards and Scheme of Service.

Service Delivery Standard which includes;

  • Proffessionalism
  • Participatory
  • Effective and Efficient use of resource
  • Client Focus
  • Accountability
  • Transparency

 Scheme of Service were presented to staff on the mode of entry into the service and the carrier of progression in the Local Government Service.

The training has been successful and it has been recommended that some workshop should be organized for the entire staff at a later date.
