In line with the MTDP, for KSMA, the Finance Department has the core mandate to put in place strategies and mechanisms to Mobilize adequate fiscal resources for the development of the District.
Again, the Department is to ensure safe custody and proper management of all public funds and other assets belonging to the Assembly and report on them in accordance with the relevant financial management Laws, regulations and guidelines, ie PFM Act, 2016,(Act.921), PPA Act 914,2016,as amended, Local Governance Act 2016(Act 936) PFMR 2019(Li2378) , and in line with the IPSAS, .
Also, the Department is mandated to provide sound financial management advice to management of the Assembly to ensure Value for money and enhanced service delivery to our stakeholders.
Again, to ensure Probity, Accountability and Transparency, the Department is mandated to respond timely and adequately with evidence to management Letters from the External and Internal Auditors as well as any such outstanding issues from the Auditor Generals reports to avoid sanctions.
The finance department also assists in the Budget preparations and budgetary control process to ensure expenditures are duly approved and are within the approved limits, using the GIFMIS System.
The Department in collaboration with the Central Administration and the HR department provides Training programs for our Revenue staff on improved strategies and mechanisms for revenue mobilization as well as monitoring and rate payer education activities.
The Department is equally mandated to prepare monthly, quarterly and annual financial reports and submit same to relevant stakeholders.

Physical Planning Officer

- The department of physical planning at the district level shall manage the activities of the department of town and country planning and department of parks and garden
- The department shall
- Advise district assembly on national policies on physical planning and land use and development
- Co-ordinate activities and project of department and other agencies including non-governmental organizations to ensure compliance with planning standards;
- Assist in preparation of physical plans as guide for formulation of development policies and decision and to design projects in the district;
- Assist to identify problems concerning the development of land and social, environmental and economic implications;
- Advise on setting out approved plans for future development of land at district level;
- Advise on preparation of structures for towns and villages within the district
- Collaborate with the survey unit in the performance of its functions
- Facilitate and participate in research into planning in the district
- Assist to offer professional advice to aggrieved persons on appeal and petitions on decisions made on their building;
- Facilitate and consultation, co-ordinate and harmonization of developmental decision into physical development plan;
- Assist to prepare a district land se plan to guide activities in the district;
- Advise on the conditions for the construction of public and private buildings and structures;
- Assist to provide the layout for buildings for buildings for improved housing layout and settlement;
- Ensure the prohibition of the construction of new buildings unless building plans submitted have been approved by the assembly;
- Ensure the prohibition of the use of materials in the construction or repair of building in defined areas;
- Advise the assembly on the sitting of bill boards, masts and ensure compliance with the decisions of the assembly;
- Advise on the acquisition of landed property in the public interest and
- Undertake street naming, numbering of house and related issues.
Municipal Works Engineer

The Department of Works of the Assembly is a merger of the Public works Department, Department of Feeder Roads and Municipal Water & Sanitation Units, Department of Rural Housing and the Works Unit of the Assembly.
The Works Department;
The work department is to coordinate the activities of building, water and road sections in such a way as to bring about efficient and effective utilization of resources.
Collaborate with all Regional heads (roads, water and sanitation, public works and housing) for their technical backstopping and monitoring.
Facilitate the implementation of policies on works and report to the Assembly, and provide advice on matters relating to Works in the Assembly.
Facilitate the construction, repair and maintenance of Public roads including Feeder Roads and drains along any streets in the major settlements within its jurisdiction.
Encourage and facilitate maintenance of public buildings and facilities in the Assembly.
Assist to build, equip, close and maintain markets and prohibit the erection of stores in places other than the markets.
Assist to inspect projects undertaken by the Assembly with the relevant departments of the Assembly.
Advise the Assembly on the prohibition of digging of burrow pits and other evacuations in the sinking of wells or their closers.
Assist to maintain public buildings made up of offices, residential accommodations and ancillary structures.
Advise and encourage owners of building structures to remove dilapidated structures in any public place, paint, distemper, white wash or colour wash the outside of any building forming part of the premises.
Tidy up the premises and remove any derelict vehicles or objects which constitute nuisance.
Provide technical advice for the machinery and structural layout of building plans to facilitate escape from fire, rescue operation and fire management.

The Transport Department is responsible for:
- Formulation and Implementation of Transport Policies.
- Advising Management of the Assembly on the purchase of new vehicles and spare parts.
- Ensuring the effective and efficient utilization of all official vehicles.
- Ensuring adequate utilization of financial resources and the maintenance of all vehicles of the Assembly.

The District Statistics Department aspires to provide reliable and responsive statistical services for good governance and development as well as to harness, produce, and manage quality local-level statistics based on the national standards using competent staff for evidence-based decision-making in support of local and national development.
The Statistical Department;
- Participate in the collection, processing, and ensuring efficient analysis of data for publication. Consumer Price Index (CPI) data collection every month at Agbozume market, Quarterly Administrative data collection from departments and units in Ketu South.
- Draft monthly, quarterly and annual reports and update statistical records/information.
- Respond to data request by client/public
- Participate in the development of data collection instruments.
- Management of department’s database.
- Ensure development of the capabilities, skills and knowledge of staff.

The Department of Social Welfare and Community Development of the Ketu South Municipal Assembly assists the Assembly to formulate and implement Social Welfare and Community Development policies within the framework of national policy.
Our mandate is to integrate the vulnerable, the disadvantaged and the marginalized into mainstream development.
The Department by its mandate undertakes the following activities;
(a) Facilitate community-based rehabilitation of persons with disabilities through the implementation of the 3% Common Fund allocated for Persons With Disabilities (PWDs);
(b) Assist and facilitate provision of community care services including:
• Implementation of the Livelihood Empowerment Against Poverty (LEAP) Programme;
• Registration of persons with disabilities;
• Hospital welfare services;
• Assistance to the aged; and
• Socio-economic and emotional stability in families;
(c) Assist to maintain specialized residential services in the districts;
(d) Facilitate the registration and supervision of Non-Governmental Organizations and their activities in the district;
(e) Promote and Protect the Rights of the Child, child survival and development, and elimination of child labour.
(f) Promote Justice Administration including;
• Protection of the rights of juveniles
(g) Assist to organize community development programmes to improve and enrich rural life through:
• Literacy and adult education;
• Voluntary contribution and communal labour for the provision of facilities and services such as water, schools, library, community centres and public places of convenience or;
• Teaching deprived or rural women in home management and child care.
