Departments & Units

Central Administration is headed by the District Coordinating Director (DCD) and is responsible for ensuring the implementation of governmental policies, projects, and programmes at the MMDAs level.

The department guides policy formulation, planning and decision-making at the Assembly.

As part of its responsibilities, Central Administration acts as a liaison between Heads of other governmental and non-governmental agencies and the District Chief Executive (DCE), it manages the financial and other resources of the Assembly in consultation with the District Chief Executive (DCE).

The Head of the Department serves as a Secretary to the Assembly and chairs the District Planning and Coordinating Unit (DPCU) and acts as an advisor to the District Chief Executive (DCE). The Department also ensures that the capabilities, skills, and knowledge of staff are well developed.

Development Planning Unit

The District Planning & Coordinating Unit is responsible for providing leadership in the planning, implementation and evaluation of development projects and programmes in the Assembly.

The Unit provides lead support in the preparation of Annual Reports, Development Action Plans and Medium-Term Development Plans. It also monitors and reports on all development projects that takes place within the Metropolis.

The Unit liaises with stakeholders to collect inputs necessary to aid in the formulation of public policies and programmes and plays the role of ensuring that the capabilities, skills, and knowledge of staff are well developed to ensure their effectiveness and efficiency.

Procurement & Logistics Unit

The unit provides strategic direction for the achievement of the overall objective of the procurement function in the Service.

The unit plans and coordinates activities related to procurement, manages the development and implementation of the procurement plan, provides inputs for the preparation of the annual budget and liaises with service providers and other stakeholders to undertake procurement activities.

It is also the responsibility of the Unit to ensure that the procurement activities are in harmony with the Public Procurement Act, 2003 (Act 663), supervise stores management and assets disposal as well as the Preparation and submission of Annual and Periodic Reports to the Public Procurement Authority.

Budget Unit

The role of the Budget unit is to provide technical leadership in the preparation and management of the budget in the Service.

It advises the Assembly on cost implications and financial decisions in the LGS. It coordinates the preparation of budgets, participates in the preparation of procurement plans, and assists in fee-fixing resolutions.

Environmental Health and Sanitation Unit

The Environmental Health and Sanitation unit is responsible for providing strategic and administrative leadership for the management of policies and programmes relating to Environmental Health and Sanitation. As part of the Unit’s responsibility, it provides advice for the formulation and review of policies and programmes on Environmental Health and Sanitation, and Develop technical standards and specifications for Environmental Health and Sanitation service delivery.

The Unit manages the day-to-day administration and controls all activities for the smooth functioning of the division. To ensure effective and efficient management of sanitation within the District, the Unit coordinates the application of engineering techniques and concepts in the solution of Waste Management problems.

Environmental Health and Sanitation also liaise with agencies in addressing complex Environmental Sanitation problems requiring inter-sectoral collaboration as well as leading the quality assurance process for Environmental Sanitation.

In the execution of its mandate, the Unit initiates and coordinates research and leads the dissemination of results in the Environmental Sanitation field. It also vets building plans and specifications of various types of licensed establishments, for compliance with Environmental Sanitation rules and regulations.

Contemporary environmental health services by promoting and protecting public health and safety through collaboration, innovation and strategic standard enforcement. The Environmental Health and Sanitation Unit is responsible for the provision of facilities, infrastructure Services and programmes for effective and efficient waste management for the improvement in environmental sanitation, the protection of the environment and the promotion of public health.

The Unit primarily receives and provides adequate treatment and effective disposal of solid waste.

As part of ensuring proper hygiene, the Unit supervises the cleansing of drains, streets, markets, car parks and weeding of roadsides and open spaces as well as inspection and maintenance of sanitary facilities in the District.

Management Information Systems Unit (MIS)

The unit provides leadership in the development and application of IT/IM standards and quality assurance systems in relation to the implementation, development and deployment of IT/IM systems and resources.

It also advises on the provision and maintenance of computers and other office accessories. The unit also contributes to addressing IT/IM problems and issues and provides leadership in the design and implementation of security measures to protect the IT/IM installations, infrastructure, and systems.

Client Services Unit

This Unit exists to create awareness and inform the public of the Assembly’s Programmes and activities.

The Client unit creates a mechanism of communication between the District Assembly, Communities members, and other internal and external stakeholders. It also Promotes and effectively disseminates NKDA policies, programmes, processes, procedures, and activities to stakeholders.

Records Management Unit (RMU)

This Unit ensures that all mails in and out are recorded in their appropriate file and on the Electronic Record Managing System.

Administrative Unit

The unit is to implement policy decisions assigned by the Local Government Service (LGS). The unit is also to ensures active stakeholder participation in the identification, planning, design, implementation, monitoring and evaluation of programmes/projects; the unit is to ensures that resources are managed effectively and coordinates the activities of units in the department; Reports on activities and assignments undertaken, ensures the development of the capabilities, skills and knowledge of staff.

The Human Resource Department coordinates all human resources programmes; and organize staff trainings within the Assembly.

The department ensures the effective and efficient administration of human resources; translate institutional policies in respect of employment, personnel, wages, and salaries into good management practices. The department also updates the records of staff on regular basis as well as ensuring the inter and intra departmental collaboration to facilitate staff performance and development.

The Human Resource Department reports on all human resource related activities and puts in measures to upgrade the capabilities, skills, and knowledge of staff in the Assembly. The department also performs other roles such as seeing to the general welfare of Staffs and Appraising direct reports.

The Agricultural Department provides leadership for the development of agriculture and sustainability of the agro-environment in the Service.

The department promotes policies, strategies, and appropriate agricultural technologies necessary to improve agribusiness, agro processing and crop/animal/ fish production. It also organizes agricultural field schools, workshops and seminars to assess farmers’ participation and the level of adoption of new farming technologies and practices.

The Department of Physical Planning at the District level shall manage the activities of the Department of Town and Country Planning and the Department of Parks and Gardens.

The Department Shall;

    • Advice the District Assembly on national policies on physical planning, land use and development.
    • Coordinate activities and projects of departments and other agencies including non-governmental organizations to ensure compliance with planning standards.
    • Assist in preparations of physical plans as a guide for the formulation of development policies, decisions and to design projects within the Assembly.
    • Advise on setting out approved plans for future development of land at the district level.
    • Advise on the conditions for the construction of public and private buildings and structures and assist to provide the layout for buildings for improved housing layout and settlements.
    • Ensure the prohibition of the construction of new buildings unless building plans submitted have been approved by the Assembly.
    • Advise and facilitate the demolishing of dilapidated buildings and recovery of incurred cost in connection with the demolishing.
    • Advice the Assembly on the siting of billboards, masts and ensure compliance with the decisions of the Assembly.
  • Advice on the acquisition of land property in the public interest, and undertake street naming, numbering of houses and related issues.

The Department of Works of the District Assembly is a merger of the Public Works Department, the Department of Feeder Roads and District Water and Sanitation Unit, the Department of Rural Housing and the Works Unit of the Assembly.

The Works Department.

  • Facilitate the implementation of policies on works and report to the Assembly and provide advice on matters relating to Works in the Assembly.
  • Facilitate the construction, repair, and maintenance of:
  • Public roads including Feeder Roads.
  • Drains along any streets in the major settlements within its jurisdiction.
  • Encourage and facilitate maintenance of public buildings and facilities in the Assembly.
  • Assist to build, equip, close, and maintain markets and prohibit the erection of stores in places other than the markets.
  • Assist to inspect projects undertaken by the District Assembly with the relevant departments of the Assembly.
  • Advise the Assembly on the prohibition of digging of burrow pits and other evacuations in the sinking of wells or their closers.
  • Assist in maintaining public buildings made up of offices, residential accommodations, and ancillary structures.
  • Advise and encourage owners of building structures to:
    • Remove dilapidated structures in any public place.
    • Paint, distemper, whitewash or colour wash the outside of any building forming part of the premises
    • Tidy up the premises and remove any derelict vehicles or objects which constitute a nuisance.
  • Provide technical advice for the machinery and structural layout of building plans to facilitate escape from fire, rescue operation and fire management.

The Statistics Department is established at MMDAs as per second schedule of the Local Governance Act, 2016 (Act 936). It is one of the decentralized departments of the MMDAs whose functions are crucial for effective planning, provision, and management of Statistical data at the local level.

   Vision

The District Statistical Department aspires to provide reliable and responsive statistical services for good governance and development.

  Mission

To harness, produce and manage quality local level statistics based on national standards using competent staff for evidence-based decision making in support of local and national development.

General function

  • To collect, compile, store and analyze data based on standardized formats developed by the GSS.
  • Disseminate and publish statistical data based on guidelines developed by GSS.
  • To ensure that statistics are produced to meet international standards.
  • Prepare and submit the Annual Report of its operations to the District Assemblies.
  • Provide inputs for the preparation of the District Assemblies budget.
  •  Generate the data requirements of the District Assemblies on all departments for planning activities of the MMDA.
  • Coordinate district statistical activities and archiving of statistics to serve as a repository of statistical data in the district.
  • Provide timely data for incorporation into district, regional and national level statistical analyses.
  • Promote Statistical Literacy and Research.
  • Monitor statistical enquiries/surveys within the MMDA.

Advise the District Assemblies on all matters relating to statistics.

The Education Department primarily assists in the formulation and implementation of policies on education in the Assembly within the framework of national policies and guidelines.

The Finance Department leads in the management and use of financial resources to achieve value for money.

The Finance Department advises management on the Financial Administration Act, Internal Audit Agency Act, Procurement Act, and any other financial regulations approved by the Government and by doing so ensures the maintenance of proper accounts.

It directs and controls financial management in line with public sector accounting principles thereby safeguarding the Assembly’s assets.

The Disaster Management and Prevention Department assists the planning and implementation of programmes to prevent and/or mitigate disaster in the MMDAs within the policy framework of national policies. As part of its preventive role, the department assists and facilitates education and training of volunteers to fight fires, etc. and organizes public disaster education campaign programmes. The Disaster Management and Prevention unit ensures that there is an adherence to rules in respect of private and public properties to ensure adequate protection against disaster
