About KSMA

The Ketu South Municipal Assembly (KSMA) is the highest administrative and political authority responsible for the governance and development of the Ketu South Municipality in the Volta Region of Ghana. The Assembly is mandated to plan, coordinate, and implement development programs that improve the social, economic, and environmental well-being of residents.

It serves as a decentralized local government institution operating under the provisions of the Local Governance Act, 2016 (Act 936) and other relevant legislation guiding local administration in Ghana.

Establishment

The Municipality was originally created in 2007 through Legislative Instrument (LI) 1897, when the former Ketu District was divided into Ketu North and Ketu South. In 2012, Ketu South was elevated to a Municipal Assembly status under LI 2155.

The Assembly functions as the highest planning and decision-making body in the municipality and is composed of elected assembly members, government appointees, and administrative officials.

Location

The Ketu South Municipality is located in the south-eastern part of the Volta Region of Ghana and serves as a major international gateway into the country. The municipality shares a direct border with Lomé, the capital of Togo, making it one of the most active border crossings in West Africa.

The municipality covers approximately 279.64 square kilometres.

Population

According to the 2021 Population and Housing Census, the municipality has a population of approximately 253,122 people, with females forming a slight majority of the population.

The area has experienced steady population growth due to cross-border trade, migration, and commercial activities associated with its strategic location.

The municipality is divided into several administrative zones and communities to ensure effective governance and service delivery. There are over 400 communities organized into five main Zonal Councils:

The strategic location of Aflao as a border town makes Ketu South an important commercial hub linking Ghana and neighboring West African countries.

Climate and Environment

Ketu South lies within the coastal savannah climatic zone characterized by:

  • Temperatures between 24°C and 30°C

  • Average rainfall of 850–1000 mm annually

  • Wet seasons from April–July and September–October

The municipality also contains lagoons and wetlands suitable for eco-tourism, aquaculture, and salt mining.
